Research: Who Really Cares About Young People in TK?

The research before you was created as a response to the need for a deeper understanding of local youth policies in the area of Tuzla Canton. At a time when conversations about young people leaving the country and their dissatisfaction are frequent, it seemed especially important to objectively assess what municipalities and cities are actually doing to meet the obligations set out by the Youth Law of the Federation of Bosnia and Herzegovina.
In this context, the research covered all local self-government units in Tuzla Canton—13 in total—and focused on how well the provisions of Article 14 of the Youth Law of FBiH are being fulfilled in practice. Recent and relevant sources were used: budget documents for 2025, plans for the upcoming period, development strategies, earlier strategic documents, publicly available materials on municipal/city websites, as well as other official and media sources. This created a foundation for evaluating how local authorities approach youth issues in a systemic, institutional, and budgetary manner.
The title of the research is: Who Really Cares About Young People in TK? And that exact question is the guiding thread of the entire process: through the analysis of legal provisions and regulations, an attempt was made to determine whether young people have an institutional representative, budgetary support, spaces for gathering, strategies that recognize their needs, and other mechanisms guaranteed by law. Special attention was placed on assessing the actual situation—what has been implemented and is functional, not merely what is planned, prescribed, or formally fulfilled.
